President Yoweri Museveni has appointed Justice Flavian Zeija as the new Deputy Chief Justice. Prior to this appointment, announced on Thursday evening, Justice Zeija served as the Principal Judge. He replaces Justice Richard Buteera, who is set to retire in April upon reaching the mandatory retirement age of 70.
According to a press statement released by the Judicial Service Commission (JSC) on Thursday night, the President has also made several judicial appointments. These include one Justice of the Supreme Court, eight Justices of the Court of Appeal/Constitutional Court, and 21 High Court Judges, who have been appointed in an acting capacity for a period of two years from the date they assume office.
The JSC further confirmed that Justice Bukirwa Faridah has been reappointed as a High Court Judge in an acting capacity following the conclusion of disciplinary proceedings against her, which cleared her of any wrongdoing.
“The President, in the exercise of his powers under Article 142 (1) and (2) of the Constitution, has appointed the Deputy Chief Justice, one Justice of the Supreme Court, and eight Justices of the Court of Appeal,” the JSC statement read in part. It further stated, “In addition, His Excellency has also appointed 21 High Court Judges in an acting capacity.”
These appointments were among the final actions undertaken by the 6th Judicial Service Commission, chaired by Justice Benjamin Kabiito, whose term in office ended on January 21, 2025.
With Justice Zeija’s appointment as Deputy Chief Justice, the position of Principal Judge—who serves as the administrative head of the High Court—remains vacant and is expected to be filled soon.
