Uganda’s Chief of Defence Forces, General Muhoozi Kainerugaba, has ignited a diplomatic blaze with a series of fire-starting posts on X (formerly Twitter), threatening sanctions against European Union (EU) diplomats and asserting his authority to expel ambassadors at will.
In his latest online tirade, General Kainerugaba declared, “I have spoken to Mzee [President Yoweri Museveni], he will announce our SANCTIONS against the EU. They will pay for their cavalier attitude towards our country.”

The general’s rage appears to be directed at EU diplomats who recently visited the offices of the opposition National Unity Platform (NUP). He specifically singled out one diplomat, stating, “We have MARKED all of them especially the one shaking Kabobi’s hand,” using a derogatory term for NUP leader Robert Kyagulanyi, popularly known as Bobi Wine.
Further asserting his authority, Kainerugaba proclaimed, “I, Muhoozi Kainerugaba, Museveni, have the power in this country to EXPEL any Ambassador I do not like!”
In a subsequent post, he added, “Bazungu think they can EVER threaten me. I used to fight them for breakfast, lunch and dinner in Sweden when I was a kid. I am ready for them.”
These statements have raised concerns among diplomatic circles and political analysts, who view them as a significant escalation in Uganda’s foreign relations. The EU delegation in Uganda has not yet issued an official response to the general’s remarks.
This is not the first time General Kainerugaba’s social media activity has stirred controversy. In October 2024, he threatened to expel U.S. Ambassador William Popp, demanding an apology for alleged disrespect towards President Museveni . The U.S. Senate Foreign Relations Committee responded, warning that any further confrontation would be “very problematic” and met with a “serious response”.

General Kainerugaba’s repeated use of social media to issue threats and policy declarations has drawn criticism from various quarters. In February 2025, a coalition of regional lawyers petitioned the East African Court of Justice, accusing him of making inflammatory statements that threaten regional peace and stability.
