Gov’t Rolls Out Upgraded EPS Auto Ticketing, Offenders Identified By Street Cameras

In a bold move to enhance road safety and streamline the enforcement of traffic regulations, the Government of Uganda is set to launch the upgraded Electronic Payment System (EPS Auto) under the broader Intelligent Transport Monitoring System (ITMS) project.

The state-of-the-art EPS Auto will automate the detection and penalization of traffic violations such as speeding, red-light running, and other infractions throught the street CCTV cameras . It is being implemented in partnership with the Ministry of Works and Transport, the Uganda Police Force, and other stakeholders in the transport sector.

Officials say the new system will revolutionize traffic law enforcement by leveraging real-time monitoring, video surveillance, and data analytics to identify offenders and issue e-tickets efficiently.

“With EPS Auto, we are ushering in a new era of smart traffic enforcement. The system will help reduce accidents, enforce compliance, and promote responsible driving behavior,” said a post on the Ministry of Works and Transport X (formerly Twitter) handle

The Express Penalty System module is currently the most operational component of ITMS. It allows for semi-automated detection of traffic violations, issuance of e-fines, and seamless collection of penalties.

Once a violation is captured, complete with vehicle number plate, time, location, and photographic or video evidence it is logged into the ITMS database. The offender will then receive an SMS or email alerting them of the infraction and fine.

To ease compliance, payment options will include mobile money platforms (MTN and Airtel), banks, point-of-sale outlets, and online portals linked to the Uganda Revenue Authority and Police systems.

The broader ITMS initiative aims to improve traffic management, reduce road crashes, combat crime involving motor vehicles, and eliminate duplicate vehicle registrations. It also integrates advanced communication and surveillance technology to create a safer road environment for all Ugandans.

On Wednesday 16th April, government officials began sensitizing stakeholders from various transport sectors especially boda boda associations in Kampala about the new EPS Auto system. Stakeholders welcomed the initiative and requested continued engagement to fully understand and support the new system.

The official launch of EPS Auto is expected soon.
