The National Identification and Registration Authority (NIRA) will begin a massive nationwide exercise on May 27, 2025, to renew and register millions of Ugandans for National Identity Cards.
Over 15.8 million ID cards are due to expire in June 2025, and many have already expired. At the same time, 17.2 million Ugandans who have never registered will be enrolled for the first time. The exercise will run from Monday to Saturday in all 10,594 parishes across the country.

NIRA has emphasized that no Ugandan should be left out. Citizens are required to go to their nearest registration centers with the necessary documents. The authority is calling on communities to mobilize everyone including children, the elderly, and persons with disabilities to participate.
Each parish will host multiple registration zones to serve different categories of people: new applicants, renewals, vulnerable groups, and those collecting cards. At least 10 registration kits will be deployed at each parish on the day of registration, although the number may vary depending on circumstances.
Districts with large populations will receive more kits. Wakiso will get 413 kits, Kampala 207, and Yumbe 91. In total, 5,300 kits will be in use, with 200 kept in reserve.
The new national ID comes with improved security features, including a machine-readable zone (MRZ), QR code, 2D barcode, and multiple laser images (MLI). The card will support digital authentication, mobile ID, and eGovernment services, both online and offline.

District-level committees led by Resident District Commissioners (RDCs) will oversee the exercise, supported by police and security agencies to ensure order and protect equipment.
NIRA has reminded all Ugandans that having a valid ID is essential for accessing government services, registering SIM cards, voting, and travelling. The message is clear: renew your ID or register now, or risk being locked out of essential services.
