The Uganda Peoples’ Defence Forces (UPDF) has refuted allegations circulating on social media that some of its personnel were arrested for misconduct during the ongoing Operation Harmony. The exercise, led by the 5 Infantry Division, is aimed at enforcing Presidential directives regarding the lawful presence of the Balaalo herders in the northern region.
In a statement issued by UPDF spokesperson Brig. Gen. Felix Kulayigye, the army clarified that all officers deployed under Operation Harmony remain fully committed to their duties and are executing their responsibilities with “professionalism and impartiality.”

“There have been claims alleging misconduct and arrests of our officers. These reports are false and intended to create unnecessary tension,” Brig. Gen. Kulayigye stated.
Operation Harmony, which is being carried out in coordination with local authorities and security agencies, focuses on ensuring that evictions of illegal settlers are conducted peacefully, in line with the law. Kulayigye emphasized that consultations with district leaders and security committees are ongoing to maintain order and address grievances.
The army also condemned what it described as “deliberate misinformation” aimed at inciting ethnic hatred and discrediting security operations. “Such propaganda undermines public trust and risks stirring unnecessary conflict,” the statement read.
Brig. Gen. Kulayigye urged the public to channel concerns through recognized structures, including district leadership and designated UPDF collection centres, where senior officers are present to handle complaints.

“The UPDF remains committed to executing government policy with discipline, transparency, and unwavering respect for peace and the rule of law,” Kulayigye affirmed.
Operation Harmony continues to progress as part of a broader effort to restore order and ensure compliance with land-use regulations in northern Uganda.
