The Uganda Peoples’ Defence Forces (UPDF) 3 Infantry Division has applauded Colonel James Barigye Rukundo for his outstanding service as the Division Operations and Training Officer (DOTO), citing his pivotal role in strengthening security and coordinating operations in Eastern Uganda.
The commendation was delivered during a handover ceremony at Moroto Army Barracks, presided over by Colonel Joseph Patrick Ocen, Commander of the 106 Artillery Brigade, on behalf of Brigadier General Wilberforce Sserunkuma, Commander of the 3 Infantry Division.

“The office of the DOTO is integral and vital. We must thank Col Rukundo for ably performing in achieving our mission,” Col Ocen said, noting that Rukundo’s efforts contributed significantly to enhancing operational readiness and peacebuilding during the division’s consolidation phase.
Colonel Santurino Mashereka Tumuranzye officially assumed the role, bringing with him a wealth of experience in training, intelligence, and operational command. Col Ocen assured him of the division leadership’s full support in executing his duties.
In his remarks, Col Tumuranzye pledged to uphold the standards set by his predecessor, stressing the importance of teamwork and coordination in achieving the division’s objectives.
Both officers expressed gratitude to the army leadership and the 3rd Division command for the trust placed in them to serve in such critical capacities.
The ceremony was attended by senior commanders, departmental heads, and officers from the division headquarters and its affiliated units.
