The Uganda Peoples Congress (UPC) has announced a major change to its upcoming Extraordinary Delegates Conference, shifting from a physical to a virtual format following communication from the Uganda Police Force citing inability to provide security.
In a formal notification to the Electoral Commission dated July 24, 2025, UPC President Jimmy Akena revealed that the conference, initially scheduled for July 26 at Northern Gateway Hotel and Lounge in Kamdini, Oyam District, will now take place through virtual sessions.
“This adjustment follows a communication from the Inspector General of Police indicating that the force cannot provide security coverage for the event due to operational exigencies,” Akena stated in the letter.
The party explained that the new format will involve decentralized town hall meetings across the country to allow delegates to participate actively while adhering to all public order, health, and safety guidelines. UPC emphasized that the decision aligns with earlier directives issued by the Police in May 2025 regarding public gatherings.
The notification further indicated that the Minister of Internal Affairs had been informed and had instructed the police to handle the matter appropriately in a letter dated July 23, 2025.
Akena assured the Electoral Commission that the virtual conference remains compliant with all legal and institutional frameworks governing political party activities. The party attached related correspondence, including its prior notification to police, the police’s May guidance letter, and the agenda for the extraordinary meeting.
The conference is expected to deliberate on key internal party matters, including electoral processes, ahead of the 2026 general elections.
