UHRC Orders Immediate Release Of Eddie Mutwe From Military Custody

The Uganda Human Rights Commission (UHRC) has issued a formal release order demanding the immediate release of Edward Ssebuufu, widely known as Eddie Mutwe, who yesterday  the CDF Gen Muhoozi Keinerugaba comfirmed havin him in his basement

According to an official document dated May 2, 2025, and signed by UHRC Chairperson Hon. Mariam Wangadya, the Commission found that Eddie Mutwe was being unlawfully detained by the Uganda People’s Defence Forces (UPDF). The release order, addressed to the Chief of Defence Forces (CDF) under the Ministry of Defence and Veteran Affairs, cites Article 53(2)(a) of the Constitution and Rule 31 of the Uganda Human Rights Commission (Procedure) Rules.

“The Commission is satisfied that he is being unlawfully detained or restricted,” the document reads. “This is to direct you to cause the immediate release of Edward Rogers Ssebuufu from your custody, failure of which, you may be liable for contempt under Article 53(1)(d) of the Constitution.”

Eddie Mutwe, a prominent member of the National Unity Platform (NUP) and the lead civilian bodyguard to opposition leader Robert Kyagulanyi (Bobi Wine), was reportedly picked up by security forces under unclear circumstances on April 26. His whereabouts remained unknown to his legal team and family until yesterday evening when Gen Muhoozi to to his X(formerly twitter) and confirmed having him in his basement

The UHRC’s action follows mounting pressure from opposition leaders, civil society organizations, and the general public, who have criticized the increasing use of arbitrary detention against political activists.

Bobi Wine has repeatedly condemned what he calls the state’s “militarization of politics” and persecution of his supporters. The NUP alleges that Eddie Mutwe’s arrest is part of a wider campaign of intimidation ahead of the 2026 elections.

The release order has already been received and stamped by the Office of the Chief of Defence Forces, according to the document. However, it remains unclear whether the military has complied with the directive.

The Commission also publicized the order on social media, tagging key government and human rights actors, including Gen. Muhoozi Kainerugaba, the UPDF, and members of Parliament and civil society, to ensure broad awareness and accountability..

As of press time, Eddie Mutwe had not yet been released, and calls continue to mount for the military to respect the rule of law.
