Uganda Launches Wildlife Hazard Committee To Boost Air Safety

The Ministry of Works and Transport has officially launched the National Committee on Wildlife Hazard Management, a new body tasked with tackling wildlife-related threats to aviation safety, including the growing challenge of bird strikes.

The inauguration ceremony took place this morning at the Four Points by Sheraton Hotel in Kampala and was attended by key stakeholders from the aviation industry, environmental agencies, academia, and the military.

The committee, established under the Civil Aviation (Aerodromes) Regulations, 2022, marks a significant step in Uganda’s proactive approach to managing wildlife hazards at aerodromes. Its mandate includes analyzing challenges, undertaking research and development, and reviewing the effectiveness of current mitigation strategies.

Speaking on behalf of the Minister of Works and Transport, Uganda Civil Aviation Authority (CAA) Board Chairman, Hon. Justice Steven Kavuma, highlighted the urgency of addressing wildlife hazards in aviation.

“The increasing frequency of wildlife strikes, especially bird strikes, poses a serious safety risk not only for Uganda but globally,” he said. “This is one area of aviation safety where proactive and collaborative management can make a real and lasting difference. The formation of this National Committee is both timely and necessary.”

Justice Kavuma emphasized that the committee brings together experts from key sectors, including civil aviation, environmental science, wildlife management, airport operations, and government departments.

Uganda CAA Director General, Mr. Fred K. Bamwesigye, who serves as Chairperson of the new committee, stressed the importance of adopting a coordinated and data-driven strategy.

“This Committee is not simply a formality. It is a working body with a clear mandate, measurable outcomes, and accountability to the aviation industry,” Mr. Bamwesigye said. “Bird strikes remain a serious challenge, and this initiative is a critical step in enhancing air safety.”

The committee is composed of representatives from various institutions including the Uganda Civil Aviation Authority, Uganda Wildlife Authority, Uganda Airlines, the Uganda People’s Defence Air Forces, Makerere University, the Ministry of Works and Transport, the Ministry of Agriculture, and the National Environment Management Authority, among others.
