Uganda Communications Commission (UCC) Executive Director Eng. Nyombi Thembo has dismissed claims that regulatory action against online journalist Dean Lubowa Saava is driven by personal grievances, insisting the enforcement measures are based on serious violations of the law.
In a statement issued on Thursday , Thembo said Lubowa and his platform are under investigation for operating without a broadcast licence, illegally installing broadcasting equipment, and failing to comply with directives previously issued by the Commission.

“We have received numerous complaints from individuals and institutions adversely affected by the defamatory content published by his platform. These actions not only breach the Uganda Communications Act but also violate the Computer Misuse Act and the Penal Code,” Thembo stated.
He explained that Lubowa’s platform is one among several under regulatory scrutiny. While some operators have regularised their operations and been authorised to continue, Lubowa has refused to comply, leaving the Commission “no choice but to pursue the route of enforcement.”
Responding to Lubowa’s allegations that UCC’s action is a personal vendetta, Thembo said such claims are “slanderous fabrications” aimed at intimidating the Commission.
“His recent attacks on me and my team are merely desperate attempts at blackmail, designed to intimidate us into submission. I have never lodged a complaint against him; his claims are simply false,” he emphasised.

Thembo stressed that the Commission will continue to enforce the law impartially, without fear or favour, and warned all providers of online data communication services to regularise their operations.
“Blackmail and intimidation are outdated tactics, and they will not deter us. The UCC remains committed to serving the public interest and upholding the law,” he said.
Lubowa, known for his online platform that frequently publishes controversial content, now faces possible sanctions that may include closure of his operations and prosecution under Uganda’s communications and cyber laws.
