Three Arrested for Attempted Bribery of UNEB Scout

Police in Lira City have arrested three people accused of attempting to bribe a Uganda National Examinations Board (UNEB) scout to influence the conduct of the Primary Leaving Examinations (PLE) scheduled to begin tomorrow.

The suspects were identified as Odongo George, Director of Atura Community Day Primary School; Ekut Simon (32), a former teacher at the same school; and Awoko Lavoiser (26), a teacher at St. Gracious Primary School in Barapwo, Lira City West Division.

According to the North Kyoga Regional Police, the trio allegedly offered a UGX 1 million bribe to a UNEB scout from Lira who had been assigned to supervise the examinations in Oyam District.

Police said the act was intended to compromise the integrity of the national examinations. Acting on a tip-off, detectives arrested the suspects at Garden Hotel in Lira City, where the transaction was reportedly taking place. The money was recovered and has been exhibited as evidence.

“The suspects are currently in custody, and investigations are ongoing. They will be charged under Section 26(1)(g) of the UNEB Act, CAP 259, which provides for a maximum sentence of five years in prison, a fine of UGX 20 million, or both upon conviction,” police said in a statement.

The UNEB Executive Director, Mr. Dan Odongo, condemned the attempted bribery and cautioned all stakeholders against engaging in acts that compromise examination integrity.

“We warn the public and everyone involved in the management of the PLE to desist from aiding or abetting malpractice,” said Odongo. “UNEB is working closely with the Police and other security agencies, and anyone found attempting to compromise the credibility of the examinations will be arrested and prosecuted regardless of their position.”

The UNEB Principal PRO, Ms. Jennifer Kalule Musamba, reaffirmed the Board’s commitment to ensuring credible and fair examinations, emphasizing that tight security measures remain in place across all centers.

“We have heightened surveillance in all districts to prevent and detect malpractice. Anyone attempting to engage in illegal acts will face the full force of the law,” she said.

The PLE officially begins tomorrow, marking a crucial moment for thousands of candidates across the country, as UNEB maintains a zero-tolerance stance against examination malpractice.
