The State House Anti-Corruption Unit has taken legal action against Tusubira Sam, a State Attorney with the Ministry of Justice and Constitutional Affairs, who is now facing serious charges of corruption. Tusubira was brought before the Anti-Corruption Court on multiple counts—16 in total—stemming from his alleged involvement in a bribery scandal.
The charges against Tusubira are linked to his role as a government representative in a court case involving the Ministry of Lands and the Attorney General. The plaintiff in the case had sued these government entities over the irregular cancellation of his land title, which led to a legal dispute. During his representation of the government, Tusubira is accused of soliciting a bribe amounting to UGX 100 million from the plaintiff. The bribe was purportedly requested in exchange for Tusubira’s assistance in ensuring that the plaintiff would receive compensation related to the cancelled land title.
According to the allegations, Tusubira managed to receive a portion of the requested bribe before his arrest. Reports indicate that by the time of his apprehension, he had already collected approximately UGX 43 million from the plaintiff. This partial payment was supposedly intended as an initial installment of the larger UGX 100 million sum that Tusubira had solicited.
Following his arrest and subsequent arraignment, Tusubira Sam has been remanded into custody. The court has scheduled his next appearance for August 19, 2024. This case underscores the ongoing efforts by the State House Anti-Corruption Unit to combat corruption within government institutions, particularly in sectors where public trust is paramount.
