In a statement released on Friday by Colonel Chris Magezi, Acting Director of Defence Public Information, the Uganda People’s Defence Forces (UPDF) and the Inter-Agency Security Committee alleged that Ambassador Schauer has been involved in activities that violate the Vienna Convention on Diplomatic Relations (1961).
“The intelligence services are aware of his clearly undiplomatic practices that have been taking place in different parts of the country for some time now, and which go against the spirit of the 1961 Vienna Diplomatic Conventions,” the statement read.
While no specific actions were detailed, the accusation was made in the broader context of a security crackdown on what authorities describe as emerging armed rebel groups and subversive political actors, allegedly plotting to disrupt Uganda’s security and its upcoming 2026 general elections.
Security agencies claim they have arrested and interrogated several individuals linked to rebel activity, including sabotage of electricity infrastructure across central Uganda and plots to attack crowded public places. According to the statement, some of the suspects initially posed as opposition political activists, particularly those affiliated with the National Unity Platform (NUP).
The most affected districts include Wakiso, Mukono, Kayunga, Luweero, Nakaseke, Kiboga, Nakasongola, Mityana, Mubende, Mpigi, and the Masaka region, where key power lines and installations have been vandalised.
The Inter-Agency Security Committee chaired by the UPDF Chief of Defence Forces and comprising members from the police, prisons, and intelligence services has resolved to take firm action against what it describes as ringleaders, organisers, and foreign funders of rebel activities.
Without offering publicly verifiable evidence, the committee further claimed that some of the funding for these “traitorous groups opposed to the NRM government” can be traced back to accredited European diplomatic missions in Kampala, specifically singling out the German mission.
The Ugandan government says it is handling the matter through “the relevant diplomatic channels” and has warned of possible action.

This is one of the strongest allegations of foreign interference Uganda has publicly made in recent years. The German Embassy had not responded to the accusations by press time.
Meanwhile, the UPDF has urged Ugandan youth to distance themselves from individuals allegedly recruiting them into rebel activity, advising them instead to embrace government economic empowerment programmes.
“We strongly condemn foreign influence meddling in Uganda’s internal affairs and will take decisive action against those who seek to destabilise the country,” Colonel Magezi warned.
