By The Anti-Corruption Court in Makindye has remanded Kiwanuka Jackson to Luzira Prison on charges of conspiracy to defraud, adding another chapter to a controversial land-grabbing saga inland-grabbing officer and a civilian.
Kiwanuka appeared before the Makindye Chief Magistrate’s Court on Tuesday afternoon following his arrest in a joint operation by the State House Anti-Corruption Unit, the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP). He was remanded until April 25, 2025.
According to prosecution records, Kiwanuka is accused of conspiring with Police Constable Katungi Alex an officer attached to the Environmental Protection Police Unit under the Ministry of Water and Environment—in a fraudulent land acquisition scheme dating back to March 2023.

The victim, identified as Mutebi John Baptist, alleges that PC Katungi threatened to evict him from his land near a wetland unless he surrendered part of it. Under duress, Mutebi reluctantly agreed, but no payment was ever made. Katungi then allegedly arranged for the land to be fraudulently transferred into Kiwanuka’s name.
PC Katungi was earlier arraigned on separate charges of demanding money with menaces and was remanded to prison until April 25, 2025, the same date now set for Kiwanuka’s next court appearance.
Authorities say the case is part of broader investigations into land-related fraud and abuse of office by individuals exploiting their positions for personal gain, particularly in environmentally sensitive areas.
The State House Anti-Corruption Unit has urged victims of similar intimidation and fraudulent land dealings to report such incidents, reaffirming the government’s commitment to clamp down on corruption and protect landowners from coercion and exploitation.
