The Uganda Prisons Service (UPS) has slaughtered more than 500 cows and hundreds of goats and sheep to mark the Christmas festivities for inmates and prison staff across the country.
Speaking on Wednesday at Luzira Prison, the Senior Commissioner of Prisons Spokesperson, Frank Baine, said the annual Christmas initiative is aimed at ensuring that both inmates and officers on duty are able to celebrate the festive season with dignity.

“Every end of year, we come back to Luzira to celebrate Christmas by providing meat to our staff, their families and inmates,” Baine said. “This time around, we have slaughtered 533 cows and over 400 goats and sheep.”
He said the exercise covers all the 269 prison units countrywide, with each eligible person receiving an average of at least five kilograms of meat. Baine added that inmates or staff who do not consume red meat are provided with alternatives such as chicken or turkey.
According to Baine, the programme targets about 78,000 inmates and 14,000 prison staff, noting that the minimum entitlement for a warder—the lowest-ranking officer—is five kilograms of meat for Christmas.
“This is done because while many people travel to their villages to celebrate with their families, prisoners cannot go home and our staff must remain on duty to guard them,” he said. “This gesture by the Commissioner General of Prisons ensures that we are all part of the national Christmas celebrations.”
Baine revealed that about three-quarters of the cows slaughtered were sourced from the Prisons Service’s own farms, while the remainder were procured using internal savings and support from service providers.
He said the initiative reflects the Service’s commitment to staff welfare and humane treatment of inmates, in line with its mandate.
The Uganda Prisons Service conducts the Christmas meat distribution annually as part of its end-of-year welfare programmes.
