By Authorities in Kamuli District have arrested a police officer for allegedly shooting and killing a 19-year-old man during an attempted arrest in Balawoli Town Council.
The officer, identified as Sergeant Etapu Jimmy (Service No. 38057), is attached to Balawoli Police Post and is accused of fatally shooting Kawongolo Diliisa, a resident of Butalage II, Kawaaga.
According to preliminary reports, the fatal shooting occurred on February 17, 2025, at approximately 4:00 AM. Sgt. Etapu had been deployed to apprehend Joseph Badaaza, a suspect wanted in connection with an alleged assault in Butalage II Zone.
However, as Sgt. Etapu attempted to make the arrest, local residents intervened, leading to a struggle between law enforcement and the community members. Amidst the commotion, Sgt. Etapu discharged two rounds, reportedly in self-defense. Tragically, a stray bullet struck Kawongolo Diliisa, the brother of the suspect, who was not directly involved in the altercation.
Diliisa was immediately rushed to Kamuli General Hospital, but he was pronounced dead upon arrival.
Following the shooting, law enforcement officers, led by the Officer-in-Charge (OC) of Balawoli Police Post, swiftly responded to the scene. Sgt. Etapu was immediately taken into custody, and his firearm was secured as part of the investigation.
Busoga North Regional Police Spokesperson, ASP Michael Kasadha, confirmed the officer’s arrest, stating that a thorough investigation is underway to establish the exact circumstances leading to the shooting. Authorities have also scheduled a postmortem examination to determine the cause of death.
ASP Kasadha reassured the public that justice will take its course and that law enforcement remains committed to upholding the highest standards of professional conduct in handling criminal suspects.
