Phillip Oucor Declared NRM Flag Bearer for Pingire County After Final Tally

The National Resistance Movement (NRM) Electoral Commission Chairperson, Dr. Tanga Odoi, has officially declared Phillip Wicho Oucor as the party’s flag bearer for Pingire County, Serere District, following the final tally of votes from last week’s primaries.

Oucor clinched victory with 7,503 votes (42.9%), defeating his closest rival, Peter Ojit, who garnered 6,509 votes (37.2%). Incumbent MP Fred Opolot trailed with 1,976 votes (11.3%). Other contestants included Abuka Charles with 1,173 votes (6.7%), Olupot Ambrose with 238 votes (1.4%), and Omedo John with 98 votes (0.6%). A total of 17,497 votes were cast.

“I, Dr. Tanga Odoi, being the NRM Electoral Commission returning officer for the NRM primaries for Member of Parliament representing Pingire County, Serere District, hereby declare Phillip Wicho as the duly elected NRM flag bearer for 2025,” Tanga Odoi announced during the declaration ceremony.

The announcement comes after a delay caused by chaos during the initial polling day, which disrupted vote tallying and declaration at the district level. According to Tanga Odoi, the final declaration marks the conclusion of a process that had generated tension among supporters.

Oucor, who expressed excitement after being declared winner, praised the process and promised to unite the party ahead of the 2026 general elections. “Finally, the will of the people has prevailed. Democracy means the majority have their way and the minority have their say. I know there were issues here and there, but justice has been served,” he said.

The Pingire County primary was among the most hotly contested races in Serere District, drawing wide attention after allegations of malpractice and incidents of violence marred the initial vote counting.
