The Chief Magistrates Court in Koboko has sentenced John Taban Moro, a Parish Chief in Leku Parish, Drania Subcounty, to six months in prison after he pleaded guilty to stealing funds meant for the government’s Parish Development Model (PDM) program.
Taban was also ordered to refund the stolen money, which he complied with before sentencing. In addition to the custodial sentence, the court issued a stern warning to all civil servants against misappropriating public funds, particularly those intended to uplift households from poverty.

State House Anti-Graft Unit Busts Fake $4.9M Energy Contract Scam
The conviction follows investigations by the State House Anti-Corruption Unit, working jointly with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP). Evidence revealed that Taban misused his position by diverting millions of shillings allocated under PDM for personal gain.
According to investigators, Taban went as far as making unauthorized payments to his father, brothers, and sister-in-law, in clear breach of PDM operational guidelines, which explicitly prohibit civil servants and family members from benefiting from the program.
“This action undermines the core purpose of PDM, which is designed to fight poverty at the grassroots level. Those who engage in such misconduct will face the full force of the law,” a State House Anti-Corruption Unit spokesperson stated after the ruling.

The Parish Development Model, launched in February 2022, is a flagship government initiative aimed at moving 39% of Ugandans in the subsistence economy into the money economy by empowering local communities through structured SACCOs and direct access to financial support.
Authorities have vowed to continue intensifying anti-corruption operations to protect government programs from abuse, warning that more arrests are imminent in cases where PDM funds have been misappropriated.
