A man accused of orchestrating large-scale fraud while impersonating a senior Uganda People’s Defence Forces (UPDF) officer has been charged and remanded by the court on multiple counts, including obtaining money by false pretences, forgery, and personation.

The accused, Ssekidde Lubowa Godffrey, was arraigned by the State following joint investigations by the Anti-Corruption Unit, the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP).
According to prosecutors, Ssekidde fraudulently obtained more than USD 197,570 from an investor by falsely claiming the money was required as facilitation fees for the award of a government contract to supply hand hoes and mosquito nets.
The court heard that the accused allegedly impersonated as Maj Gen Sam Kiwanuka, whom he claimed was attached to the Office of the President, to convince victims of his influence and access to government procurement processes.
Investigators further revealed that Ssekidde is suspected to have defrauded several other investors of billions of shillings using similar schemes, while posing as a UPDF major general linked to high-level government offices.
The court remanded the accused until January 21, 2026, as investigations into the wider fraud network continue.
Authorities have warned members of the public to verify claims involving government contracts and military officers, noting that impersonation and fraudulent procurement schemes remain a growing concern.
