Noah Mutwe, Ex-CID Spokesperson Twine Jointly Charged With Incitement And Conspiracy

Noah Mitala commonly known as Noah Mutwe, a civilian bodyguard to National Unity Platform President Robert Kyagulanyi (Bobi Wine), has been jointly charged with former CID spokesperson D/ASP Charles Twine in a case involving incitement to violence, hate speech, and conspiracy against top government officials.

According to a police charge sheet, the two men are accused of conspiring to commit a felony specifically, inciting violence against the President of Uganda and General Muhoozi Kainerugaba, the Chief of Defence Forces. The alleged offences were committed between January 2024 and May 2025 within Kampala.

The joint charge, listed as Count 9, accuses Mutwe and Twine of planning and encouraging violent actions through electronic communication. Prosecutors claim the two men used social media and other digital platforms to incite aggression and spread malicious content targeting the presidency and senior military leaders.

In addition to the conspiracy charge, D/ASP Twine faces eight individual counts, including incitement to violence, multiple instances of hate speech, and publishing malicious information. The charge sheet outlines inflammatory statements allegedly made by Twine about several high-ranking officials, including General Muhoozi Kainerugaba, General James Birungi, and Deputy Speaker Thomas Tayebwa.

Among the remarks attributed to Twine are derogatory phrases such as “Muhoozi is a fat pig and a crook,” and “Birungi is a crook and a killer.” He is also accused of referring to the Bahima ethnic group as “killers,” a statement prosecutors say could incite tribal hatred.
