By The Mengo Chief Magistrate’s Court has remanded nine teachers accused of engaging in examination malpractice related to the ongoing 2025 Primary Leaving Examinations (PLE).
The court, presided over by Chief Magistrate His Worship Adams Byarugaba, heard that the suspects all teachers from different schools allegedly formed a WhatsApp group on November 3 and 4 where they circulated unauthorized examination materials purported to be UNEB papers.

Who Would Lose If Uganda Went to War With Kenya?
According to Ms. Annet Kemaali, a Senior Legal Officer at the Uganda National Examinations Board (UNEB), the teachers were arrested in Nateete, Kampala, after being found with the material on their phones, in violation of Section 25 of the UNEB Act (CAP 259).
“This contravenes the UNEB Act because it misleads candidates and tampers with the sanctity of examinations,” Ms. Kemaali said.
Out of eleven suspects, nine were arrested, while two remain at large. Three of the accused pleaded guilty and were remanded until November 25 for sentencing. The remaining six denied the charges and will also appear on the same date for bail applications.
The UNEB Act provides for a maximum penalty of a fine not exceeding Shs20 million, five years in prison, or both, upon conviction.
UNEB Principal Public Relations Officer Jennifer Kalule-Musamba emphasized that the suspects’ actions undermine the credibility of the national examination system, warning that the Board remains vigilant against all forms of malpractice.
One of the accused teachers has reportedly been in the profession for over 20 years.
The arrests are part of UNEB’s wider campaign under the theme “Embracing Security and Holistic Assessment of Learners in a Dynamic Environment”, aimed at protecting the integrity of national examinations.
