Nabbanja: Every Shilling Must Deliver Results for Ugandans

Prime Minister Robinah Nabbanja has called for greater accountability, transparency, and efficiency in the implementation of regional development programmes to ensure that government funds reach intended beneficiaries.

Speaking at the Joint Regional Development Programme Annual Review Workshop held at Speke Resort Munyonyo, Nabbanja said government has made significant investments in local governance and service delivery but warned that misuse of funds and delayed projects continue to frustrate the country’s development agenda.

“Government has invested heavily in regional development initiatives like the Parish Development Model (PDM), but we must ensure that every shilling allocated delivers results for our people,” Nabbanja said. “Accountability and performance at all levels of local government must be strengthened.”

She revealed that by June 2025, over UGX 3.3 trillion had been disbursed to 10,594 parish SACCOs under the PDM, benefiting at least 2.6 million Ugandans. Nabbanja said the programme has empowered households to start income-generating activities and improve livelihoods.

The Prime Minister, however, noted that disparities remain across regions, particularly in Karamoja, northern, and eastern Uganda, where poverty, poor infrastructure, and limited access to services persist.

“To bridge these gaps, we must improve planning, coordination, and monitoring of government projects,” she said. “It is not enough to disburse funds; we must ensure that projects are implemented on time, within budget, and deliver real impact.”

Nabbanja also urged district leaders and Chief Administrative Officers (CAOs) to intensify supervision of lower local governments, integrate anti-corruption measures, and promote citizen participation in development planning.

“Local governments are the face of service delivery,” she stressed. “Citizens must see and feel the impact of government interventions in schools, hospitals, roads, and water systems.”

She commended development partners for supporting decentralisation and pledged government’s continued commitment to strengthen institutions and ensure equitable development across Uganda.
