Museveni to Convene NRM Caucus for High-Level Talks on 2025/26 Budget

President Museveni is set to meet the ruling National Resistance Movement (NRM) Parliamentary Caucus on Friday at State House Entebbe to discuss budget priorities for the 2025/26 financial year, according to an announcement by Government Chief Whip Hamson Obua.

In a statement released on Tuesday, Obua directed all NRM lawmakers to undergo mandatory Covid-19 testing before attending the meeting.

“The 8th meeting of the NRM Parliamentary Caucus of the 4th session of the 11th Parliament will take place on March 7, 2025, at 12:00 p.m. at State House Entebbe,” Obua stated.

He further instructed all members to undergo Covid-19 testing at Parliamentary Conference Hall B between March 5 and March 6, from 8:00 a.m. to 5:00 p.m.

While the agenda has not been officially disclosed, discussions are expected to center on government priorities and budget allocations for the upcoming financial year.

Obua previously indicated that the caucus may also address budgetary adjustments following the United States’ suspension of foreign aid and grant funding to Uganda.

“That will also be part of the budget priorities, as we are assessing where to make cuts to accommodate this,” he said last month. However, no official details emerged after the February 19 caucus meeting regarding these budget reallocations.

In January, Parliament approved the Shs57.4 trillion Budget Framework Paper for the 2025/26 financial year, despite opposition from some legislators.

Friday’s meeting follows a similar caucus gathering two weeks ago, during which MPs were presented with draft amendments to the Uganda People’s Defence Forces (UPDF) Act.

The proposed changes seek to align military court trials with the Supreme Court’s January 31 ruling that nullified the trial of civilians in the General Court Martial.

Obua previously announced that NRM MPs had resolved the following:

  • Misconduct by serving military personnel should be handled in military courts, with the right to appeal in civilian courts.
  • Civilians found in possession of illegal firearms should face trial in military courts, also with the right to appeal in civilian courts.
