President Yoweri Kaguta Museveni has raised concerns over widespread fraud in government compensation for cattle lost during past conflicts in northern and eastern Uganda, warning that much of the money is ending up in the hands of ineligible claimants.
“We are spending a lot on compensation for cattle loss in Lango, Teso, and Acholi, but much of it is stolen by people who are not entitled,” the President said. “That is why I want to discuss this matter with your elders and your leaders.”

The President made the remarks while addressing a large crowd at a thanksgiving ceremony hosted by the Speaker of Parliament, Rt. Hon. Anita Annet Among, in Bukedea District on Thursday.
Turning to issues in the fisheries sector, President Museveni highlighted growing concerns over overcrowding and unregulated access to Ugandan lakes. He questioned the fate of traditional local fishermen, saying that lake fishing should be treated like access to a stadium—with limited capacity for safety and sustainability.
“How many people can safely operate in the lake?” he asked. “Some people must stay outside to avoid accidents. Today, you find Congolese and Rwandans in the lake. What happened to our local fishermen?”
He called for clear policies to manage lake access and ensure that indigenous fishing communities are not displaced or excluded.
The Thanksgiving event, held in honor of President Museveni’s contributions to the socio-economic progress of Bukedea and Speaker Among’s journey, drew thousands of residents as well as religious, cultural, and political leaders.
Speaker Among paid an emotional tribute to the President, crediting him with transforming her life and uplifting the people of Bukedea.
“Your Excellency, thank you for everything you have done for me, and for the people of Bukedea,” she said. “We invited you here today simply to express our gratitude for all that God has done through you.”
She described the occasion as a moment to honor divine providence and celebrate the development milestones achieved under President Museveni’s leadership.

The event showcased the strong political ties between the President and top leadership in Parliament and served as a platform to highlight ongoing concerns over governance, public resource accountability, and sustainable development in key sectors such as agriculture and fisheries.
