Museveni Draws Massive Crowds in Kibuku, Pushes Wealth Creation Agenda

President Yoweri Kaguta Museveni, the NRM presidential candidate, received a rousing welcome in Kibuku District on Thursday as thousands turned up for his campaign rally, where he urged residents to focus on household wealth creation alongside ongoing national development.

Addressing the gathering, Museveni emphasized that peace and infrastructure alone cannot eradicate poverty unless families actively participate in income-generating activities. He encouraged residents of Kibuku and the wider Bukedi region to embrace commercial agriculture, fish farming and small-scale industries to boost their earnings.

“Some of you will do fish farming in the lowlands,” Museveni said. “From a fishpond measuring 20 by 50 metres, you can earn Shs100 million a year and remain with Shs70 million after costs. With two ponds on an acre, that is Shs140 million net all before adding income from coffee, milk or fruits.”

The President reiterated the relevance of his long-promoted four-acre model, which allocates one acre each to coffee, fruits, pasture for dairy, and food crops. He said the model remains the most practical tool for rural transformation and advised Ugandans to modernize traditional crafts, or Emyooga, as another avenue for job creation.

Museveni also outlined the government’s twin pillars of progress  economic infrastructure such as roads, electricity and water, and social infrastructure including health and education. He noted that Kibuku and the greater Bukedi sub-region have seen major improvements in both areas.

“You can have roads and electricity and still have poverty,” he said. “What matters is what goes into your house  the activities that put money in your pocket.”

He said government efforts to expand health services will continue, with plans to upgrade all remaining Health Centre IIs to Health Centre IIIs, and reaffirmed the education policy of ensuring a government primary school in every parish and a secondary school in each sub-county.

On employment, Museveni pointed to the growth of industrial parks and factories across the country, noting that more than 1.3 million Ugandans are now employed in manufacturing — three times the number working in government.

The President concluded by urging parish leaders to ensure the effective implementation of the Parish Development Model (PDM), saying it is designed to guarantee that every household participates in and benefits from government development programmes.

Thursday’s rally, marked by vibrant crowds and chants of support, was part of Museveni’s continued campaign trail in the Bukedi sub-region, where he is rallying Ugandans around the NRM’s 2026 message of peace, development and wealth creation.
