The State House Anti-Corruption Unit (SH-ACU), in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has charged Sitakange Charles, the Assistant District Engineer for Civil Works in Mpigi, with theft of fuel meant for road maintenance projects.
Sitakange was arraigned before the Mpigi Chief Magistrate’s Court and remanded until July 22, 2025. His co-accused, Kyambadde Sam, the Acting District Engineer, is still on the run.

According to prosecutors, the two allegedly stole 21,739 liters of fuel valued at UGX 242,022,500 during the 2023/2024 financial year, under the UGX 1 billion Road Maintenance Grant allocated to Mpigi District.
Investigations revealed that the accused officers inflated fuel estimates for road projects and conspired with fuel station managers to illegally draw excess fuel. To conceal the theft, they allegedly accounted for the fuel using registration numbers of grounded vehicles, including a Tipper Truck (Reg. No. LG 0002-082) that has been out of service since 2022, which was fraudulently used to justify withdrawals amounting to UGX 18.5 million.
Officials also reportedly used registration numbers of vehicles from other departments and even those not owned by the district to falsely account for the stolen fuel, causing an additional UGX 90 million loss.
The investigation further uncovered that the Kyansoozi–Kampiringisa–Muyiira Road project, estimated at UGX 97 million, was not implemented at all, despite district reports claiming completion.

This case follows a similar scandal in Busia District a month ago, where municipal officials were charged over abuse of the same UGX 1 billion road maintenance grant. SH-ACU says investigations into similar cases in other districts are ongoing, citing widespread complaints about the misuse of the grant.
