Minister Mayanja Orders Police Officer Off Disputed Lyantonde Land

Lands Minister of State Dr. Sam Mayanja has ordered Superintendent of Police (SP) Denis Musinguzi to immediately vacate a disputed two-square-mile piece of land in Katoomba village, Lyantonde District, following a dramatic conflict involving fellow senior officer, Senior Superintendent of Police (SSP) Sarah Mwesigwa.

The directive came during a tense mediation meeting convened by the minister to resolve the land wrangle, which has pitted two officers of the Uganda Police Force against each other.

Minister Mayanja condemned the conduct of both officers, particularly SP Musinguzi’s reported forceful occupation of land that, according to a court ruling, rightfully belongs to SSP Mwesigwa. “The behavior of these officers is unacceptable. Afande Musinguzi must vacate the land immediately,” Mayanja declared.

He also rejected a statement presented on behalf of Musinguzi by his brother, Steven Owasax, who claimed that the land belonged to their family due to years of occupation. “The court already ruled that SSP Sarah acquired the land in good faith,” the minister said.

SSP Mwesigwa, who was present at the meeting, alleged that she had purchased the land from Muhammud Taban years ago but was shocked when SP Musinguzi showed up claiming ownership. “He brought his animals and even ordered me off the land I lawfully bought. He fed his animals on my structures,” she said.

In contrast, Owasax claimed that SSP Mwesigwa had harassed their family on what he insisted was their ancestral land. However, Minister Mayanja stood by the court’s judgment and ordered the police to provide security for SSP Mwesigwa.

David Ashaba Nkojo, the Lyantonde RDC, also voiced concern over the conduct of the two officers. “This issue has created unnecessary tension and confusion in the area,” he said.

Mayanja directed that SP Musinguzi’s livestock be removed from the property immediately. Following the meeting, one member of Musinguzi’s family was arrested and taken to Lyantonde Police Station as investigations into possible criminal trespass continued.

The incident has sparked wider concern over abuse of office in land disputes, especially where serving security officers are involved. Minister Mayanja warned that no individual, regardless of rank, would be allowed to use power to undermine land justice.
