Police in Kampala Metropolitan East have arrested and arraigned Wamala Hakim, a 41-year-old resident of Kalagi Village, Kyampisi Subcounty in Mukono District, on charges of incitement to violence and misuse of social media.
According to police, Wamala was brought before the Nakifuma Chief Magistrate’s Court on Thursday, November 13, 2025, where he was formally charged and remanded pending further mention of his case.

The charges arise from a TikTok video the suspect allegedly recorded and shared on November 9 through his account @hakiqualitypropertyandconstruction, in which he reportedly urged members of the public to engage in acts of violence using dangerous weapons such as pangas and spears.
Police further allege that Wamala also spread false and malicious information in the same video, claiming that presidential candidate Robert Kyagulanyi, alias Bobi Wine, was in danger, an act authorities say was likely to cause fear and provoke unlawful behavior among the public.
In a statement, ASP Luke Owoyesigyire, the Deputy Public Relations Officer for Kampala Metropolitan Police, warned the public against misusing social media platforms to spread falsehoods or incite violence, saying such actions constitute criminal offences under Ugandan law.
“The Uganda Police Force continues to monitor online activities and will take firm action against individuals who misuse digital spaces to threaten public peace and safety,” Owoyesigyire said.
