Luuka District Engineers Charged Over Fuel Theft, Job-Sale Scam

Two senior engineers from Luuka District Local Government have been charged and remanded to prison over the alleged theft of fuel meant for road works, while a primary school head teacher has also been charged in connection with the sale of jobs during district recruitment exercises.

The suspects were arraigned before the Iganga Chief Magistrate’s Court by the Anti-Corruption agencies, including the State House Anti-Corruption Unit, the Office of the Director of Public Prosecutions (ODPP), and the Criminal Investigations Directorate (CID).

Those charged are Musisi Rajab, the Acting District Engineer of Luuka District, and Sengoba Daniel, an Assistant Engineering Officer (Civil). They were charged with conspiracy to commit a felony and theft of fuel.

According to the prosecution, the two, together with a third suspect, Kayeyera Bernard, an Assistant Engineer who is still at large, allegedly misappropriated fuel worth UGX 222,396,900 during the Financial Year 2024/2025.

The fuel was allocated under a UGX 1 billion Road Maintenance Grant and was intended for works on several roads, including Busanda–Ikumbya Road, Busalamu–Waibuga Road, Ikumbya–Nantamali Road, Bukoova–Nawaka Road, and Kyanvuma–Wandago Road.

Prosecutors allege that the three engineers inflated fuel requirements for various road projects before irregularly drawing or issuing the fuel to private individuals outside the planned works. To conceal the alleged theft, the suspects are said to have colluded with fuel station managers to falsify accountability records, indicating that the fuel had been issued to Works Department drivers, who later denied consuming the fuel.

In a related case, Muduuli George, the Head Teacher of Tabingwa Primary School, was charged with extortion in connection with the sale of jobs during recruitment exercises in Luuka District.

Prosecution alleges that Muduuli extorted sums ranging between UGX 5.7 million and UGX 17 million from several job applicants, claiming he would pay members of the District Service Commission to secure them employment. Investigations are ongoing into the alleged involvement of members of the Service Commission and other corruption cases within the district.

Court remanded all the accused until January 8, 2026, as investigations continue.
