Kyankwanzi NIRA Official Remanded Over Extortion of Registration Assistants

The District Registration Officer for the National Identification and Registration Authority (NIRA) in Kyankwanzi District has been remanded to prison over allegations of extorting money from newly recruited Registration Assistants.

Mr. Isaac Nabuguuzi was on Thursday arraigned before the Kyankwanzi Magistrate’s Court and charged with demanding money by menaces. He will remain in custody until August 17, 2025, as investigations continue.

According to the State House Anti-Corruption Unit (SHACU), working jointly with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), Nabuguuzi allegedly exploited his office to solicit money from more than 50 newly recruited Registration Assistants between June and July 2025.

Investigators revealed that after the assistants received their first salaries in June, the accused reportedly pressured them to send him amounts ranging between UGX 300,000 and UGX 500,000, either in cash or via mobile money.
“He allegedly threatened to terminate their contracts if they failed to comply,” authorities stated.

Sources indicate that Nabuguuzi justified the illegal payments as a “token of appreciation” for his role in facilitating their employment. The practice, according to anti-corruption agencies, had become routine, with the accused reportedly using his authority to prey on vulnerable recruits seeking job security.

The case underscores growing concerns about corruption within recruitment processes in government agencies. Officials from SHACU reiterated their commitment to stamping out extortion and abuse of office.
“We will continue to work with security agencies to protect citizens from exploitation by public officers,” the unit said in a statement.

The matter returns to court in mid-August as prosecutors build their case against Nabuguuzi.
