The Permanent Secretary of the Ministry of Local Government, Mr. Ben Kumumanya, has challenged local government communication officers to elevate the visibility of government programs and progress by prioritising effective communication at all levels.
Speaking while opening a meeting of Local Government Communication Officers at Imperial Royale Hotel, Kampala, Kumumanya said communication must take a central role in service delivery if citizens are to appreciate and participate in national development.

He pointed out notable government achievements such as improved education and health infrastructure, ongoing recruitment drives, and road network upgrades.
He cited Kalaki and Terego districts, which have completed new administrative blocks to provide office space, as success stories that deserve wider publicity.
Kumumanya further noted that communication officers are among the 15 key positions districts should prioritise for recruitment, alongside heads of departments, internal auditors, procurement officers, and human resource managers.
He revealed that the issue of adequate budgeting for communication activities will be discussed during the next meeting of local government accounting officers to ensure that communication work is properly funded and sustained.
The meeting seeks to chart a roadmap and action plan for strengthening communication as a driver of transparency, accountability, and effective service delivery.
