The ruling National Resistance Movement (NRM) party has urged newly elected district, city, and municipality chairpersons to embrace flexibility and inclusivity as they assume leadership roles across the country.
During a three-day leadership and accountability retreat held at Hotel Africana in Kampala, NRM First National Vice Chairman Alhajji Moses Kigongo and Secretary General Rt. Hon. Richard Todwong met with the new local leaders to chart a course for improved service delivery and party cohesion.

Flanked by Hon. Chris Baryomunsi, the party’s Western Region Vice Chairman and Minister for ICT, the NRM top officials congratulated the chairpersons and rallied them to uphold the party’s vision.
In his address, Alhajji Kigongo emphasized adaptability in leadership. “As a leader, you must be flexible depending on the situation. If you find that your approach isn’t working, change your tactics to achieve the goal,” he advised.
He also cautioned against internal divisions and exclusionary tendencies. “Do not chase away people who want to join the movement. NRM is a mass party that accommodates everyone,” he said, calling on leaders to avoid sowing confusion within the ranks.
Kigongo further warned against the practice of disgruntled members contesting as independents after losing in party primaries. “The party will not tolerate such indiscipline in the future,” he declared.
In his remarks, Secretary General Todwong revealed the party’s intention to push for amendments to the Local Government Act. The proposed changes would see all NRM leaders right from the village to district level formally recognized as ex-officials.
“This will give our leaders a more active role in decision-making and allow for better coordination within the structures of government,” Todwong said.

He also appealed to the new chairpersons to engage directly with citizens. “You must reach out to the population and bridge the gap that has grown between leadership and the grassroots,” he noted.
The retreat was held under the theme “Strengthening Leadership and Accountability for Enhanced Service Delivery.” It is part of a broader effort by the NRM secretariat to reenergize its local structures ahead of the 2026 general elections.
