Kibalama’s Wife Died Waiting: State Quiet on Kibalama’s Fate

Monica Nabukeera Kibalama, wife of missing National Unity Platform supporter John Bosco Kibalama, passed away on 3 November 2025, six years after her husband reportedly disappeared from Kanyanya, Wakiso District. She spent years demanding answers about his whereabouts, a quest that remained unfulfilled until her death.

John Bosco Kibalama vanished on 3 June 2019. His car was later found abandoned near Ssekanyonyi Police Post on Kampala‑Gayaza Road, but he has not been publicly seen since. The prolonged absence of information has caused immense suffering for his family and galvanized repeated calls for accountability in Parliament.

The demands for Kibalama’s whereabouts first gained national attention during the tenure of former Leader of the Opposition, Mathias Mpuuga. MPs repeatedly pressed the government for answers, even confronting Prime Minister Robinah Nabbanja when she reportedly acknowledged that Kibalama was in state custody  a revelation that sparked a tense clash in Parliament. Former LoP Mpuuga pressed:

“I asked the Prime Minister that I escort her to go see Kibalama and she needs 30 days? I put it to her that the blood of Kibalama is on your hands.”

In subsequent years, former and current Leaders of the Opposition, including Joel Ssenyonyi, continued to raise Kibalama’s case during plenary sessions. In February 2025, Ssenyonyi highlighted that seven NUP supporters were missing, including Kibalama. In September 2025, he demanded clarity on whether Kibalama was alive and abroad, after unverified claims by a UPDF spokesperson. Other MPs have called on the Prime Minister to personally confirm Kibalama’s status. Despite these parliamentary interventions, the government has not provided definitive answers, leaving family and supporters frustrated.

The Uganda Human Rights Commission previously disclosed that it could not locate 18 missing opposition supporters, including Kibalama, and subsequently closed their case files. MPs and civil society groups have cited this as evidence of systemic failure in addressing enforced disappearances.

The news of her sudden death has elicited shock and sorrow across the nation. For Kibalama’s family, the loss of their wife, sister, and mother is a tragic reminder of the human cost of uncertainty. Relatives recount that Nabukeera had been vocal and persistent in seeking justice, appealing to authorities and courts alike to account for her husband’s fate.

“She died with pain and unanswered questions,” said a close relative.

National Unity Platform leader, Robert Kyagulanyi, popularly known as Bobi Wine, expressed grief on social media:

“We’ve just received with shock the news of the sudden passing of Mrs. Monica Nabukeera Kibalama, wife to our missing brother, John Bosco Kibalama. Preliminarily, we have been told that she was found dead in her bathroom. Monica and her young children have spent the past six years looking for the head of their family, who was abducted on 3rd June, 2019. She has been vocal in asking for answers regarding the whereabouts of her husband, especially from Robina Nabbanja who confirmed that Kibalama is in the hands of the regime. It’s very painful that these children are now without their mother, and their father’s whereabouts remain unknown. Very painful that she has gone without getting the justice she so much fought for.”

In Parliament, demands for accountability have included a full investigation into his disappearance, recovery or confirmation of his status, and protection for families affected by enforced disappearances. MPs have urged the Executive to act promptly to prevent further frustration and loss. Despite repeated calls, including legal appeals by the NUP to compel investigations, answers about Kibalama’s fate remain elusive.

The case continues to symbolize the struggle for accountability and transparency in Uganda, highlighting the gap between parliamentary demands and the government’s ability or willingness to provide answers. With the death of Monica Nabukeera Kibalama, the family’s fight for clarity and justice has only grown more urgent, leaving their children without closure and the nation questioning when, if ever, they will receive the truth.
