Ambassador Richard Kabonero, Uganda’s national coordinator for the Northern Corridor Integration Projects (NCIP), has underscored the critical importance of building human resource capacity to advance East African integration efforts.
Speaking at the opening session of the Permanent Secretaries meeting during the Human Resource Capacity Building Regional Cluster Meeting at Jomo Kenyatta University of Agriculture and Technology in Nairobi, Kenya, Kabonero emphasized the role of skilled human resources in driving key regional projects. He called for a renewed commitment to the Northern Corridor Integration Projects, highlighting that enhancing human resource capacity is essential for unlocking the corridor’s full economic potential.
Kabonero, who led Uganda’s delegation, stressed the urgent need for member states to strengthen capacity-building initiatives and promote exchange policies across all sectors within the NCIP framework. He reiterated Uganda’s commitment to supporting the full operationalization of the five centers of excellence and advocated for the removal of both tuition and non-tuition barriers to education and training.
Dr. Esther Muoria, the Principal Secretary for the State Department for Technical and Vocational Education and Training (TVET) in Kenya, noted that the meeting aimed to review the progress of the directives issued during the 14th Heads of State Summit on human resource capacity building. This review is intended to track progress and update the implementation matrix ahead of the 15th Northern Corridor Integration Projects Heads of State Summit.
Muoria emphasized that the NCIP was established to generate political support across the four participating countries, ensuring the successful implementation of projects identified by the heads of state of the partner nations.
