Police in Kabale District have arrested the Headteacher of Rwababa Primary School, Drake Kishija, for allegedly blocking a Primary Seven pupil from sitting the 2025 Primary Leaving Examinations (PLE) over a Shs70,000 coaching fee.
The victim, identified as Ezekiel Ahimbisibwe, was reportedly denied access to the examination room on Thursday morning despite being a duly registered candidate. His relatives say the decision deprived the boy of a chance to sit the national exams that determine one’s progression to secondary education.
According to Kigezi Region Police Spokesperson Elly Maate, the matter came to light after the boy’s relative, Wanu Gerald Nathukumuza Esau, reported the incident at Kavule Police Station. He accused the headteacher of preventing Ahimbisibwe from writing his exams despite having met all registration requirements.

“The headteacher was arrested after the boy’s relative lodged a complaint at Kavule Police Station, saying the child had been unfairly stopped from doing his exams. The boy had fulfilled all the requirements and was fully registered,” said Maate.
Maate added that upon interrogation, Kishija claimed the pupil was “nowhere to be seen” at the time the examination started. However, when police intervened and accompanied him to the school, the exam was already underway, and the pupil could not be allowed to sit since the paper was almost ending.
“By procedure, if someone is more than 30 minutes late after others have started, they cannot be allowed to sit the exam,” Maate explained, describing the incident as “regrettable and inhumane.”
Police have since condemned the action, describing it as an act of negligence and abuse of authority by the headteacher.
“We condemn such acts where a child studies for seven years only to be denied an exam because of money. The law will take its course,” Maate warned.
Investigations into the matter are ongoing, and the suspect remains in custody as police gather more statements from witnesses and education officials.
