In a letter dated January 2, 2026, signed by the Academic Registrar, Dr. Adam A. Alli, the university informed Mugabe of the recall and cancellation of Certificate No. IUKC-ME021MAY-139, which had been issued under the Mature Age Entry Scheme.
According to the letter, IUIU’s Executive Board considered the matter during its 382nd meeting held on December 31, 2025, which Mugabe attended together with his legal representative. The Board resolved to cancel the certificate in accordance with Section 7.4(ii) of the General University Examination Regulations (2023).
“The University established that the document(s) you presented to qualify to sit for the Mature Age Entry Aptitude Test of May 2021 were obtained fraudulently,” the letter states.
As a result, the certificate was nullified with immediate effect, and all rights, privileges, or academic benefits arising from it were withdrawn. Mugabe has also been directed to return the original certificate to the Office of the Academic Registrar within 14 days from the date of receipt of the letter. Failure to comply, the university warned, may result in further administrative or legal action.
The letter was copied to Ochieng Associated Advocates and Solicitors, the Rector, Vice Rector (Academic Affairs), Vice Rector (Finance and Administration), and the University Secretary.
The cancellation comes at a politically sensitive time, with Uganda just 12 days away from polling day. Mugabe is the NRM flag bearer for the Kitagwenda District parliamentary seat.
By press time, neither Mugabe nor the NRM had publicly commented on the decision by IUIU.
