Enock Kizito, the now-former Head of Protocol and Clerk to the Council at the Uganda Law Society (ULS), has officially resigned from all his roles within the institution, citing persistent security threats and what he describes as “institutional silence” in the face of danger.

In a detailed public statement titled “Why I Resigned,” Kizito outlined a troubling timeline of intimidation, neglect, and abandonment following his involvement in sensitive legal matters particularly a petition against Justice Musa Ssekana involving allegations of sexual misconduct. Kizito says he delivered affidavits and reports related to the case to the Speaker of Parliament on February 7, 2025, only to be summoned by Parliament CID and accused of forgery.
Despite reaching out to ULS President Isaac Ssemakadde, Vice President, and the CEO for legal backing and protection, Kizito alleges he received no support. “There was no public defense, no legal team, and no institutional concern,” he wrote. “I was left completely exposed.”
He further revealed that state security agencies, including the Chieftaincy of Military Intelligence (CMI) and Kiira Road Police, had summoned him about his official duties. These threats, he said, forced him to flee the country twice once for safety, and again under the guise of “official duty.”
Kizito, who was also serving as personal assistant to the CEO and chief scheduler to the ULS president, said the continued threats had disrupted his academic studies, inflicted emotional distress on his family, and derailed his career.
“This resignation is not an act of defeat. It is an act of defiance,” he declared. “I cannot and will not continue to serve an institution that refuses to stand with its own.”
His resignation comes at a time when even ULS President Isaac Ssemakadde himself remains in exile, underscoring what Kizito calls a broader “institutional and national crisis.”

Kizito maintains that he remains committed to human rights and legal reform, but says he will continue the work on his terms away from an institution he believes has failed its people.
Neither the Uganda Law Society nor its leadership had issued a formal response to Kizito’s resignation by press time.
