Four senior officials of Kapchorwa Municipal Council have been charged and remanded over alleged negligence and conspiracy in a road maintenance scandal involving more than Sh1 billion in government funds.
The suspects Cherop Bob, the Acting Municipal Engineer; Cherotich Alex and Chekwurui Atebeni Silver, both Assistant Engineering Officers; and Kusuro Patrick, a Roads Inspector were arraigned before the Kapchorwa Chief Magistrate’s Court following a joint operation by the State House Anti-Corruption Unit, the Office of the Director of Public Prosecutions, and the Criminal Investigations Directorate.

They face charges of Neglect of Duty and Conspiracy to Commit a Felony in relation to multiple road projects funded under the national Road Maintenance Grant for the 2023/2024 and 2024/2025 financial years.
The officials are accused of failing to supervise or enforce guidelines for key works, including graveling and culvert installation, despite the municipality receiving full funding and paying contractors.
The affected roads include Chebukat Road, Kapenguria–Upper Cheptui Bridge Road, Siron–Towut Road, Kapteret–Kaptul–Kabat Road, Kaptul–Kapnyikew Road, Munda–Kinyanga–Bulambuli Road, Chesikwa Road, Barawa Road and Atar–Kamukes Road.
According to investigators, no road works were completed over the last two financial years, leaving Kapchorwa with deteriorating infrastructure and resulting in significant financial loss to the municipality.
The four officials have been remanded until 3 December 2025, pending further hearings.
Authorities say investigations are ongoing and additional accountability measures may follow.
