By The Head of Public Service, Ms. Lucy Nakyobe, has called on local government accounting officers to step up their leadership roles and make a tangible impact in their respective duty stations.
Speaking during a meeting of Chief Administrative Officers (CAOs) and Town Clerks of cities and municipalities at the Grand Imperial Hotel in Kampala, Ms. Nakyobe urged the officers to move beyond routine administration and take proactive steps to address community needs.
“Assert your presence at your duty stations. Go beyond your job descriptions and initiate interventions that reflect the needs of the people you serve,” Ms. Nakyobe said, encouraging a hands-on leadership approach that fosters accountability and service improvement.
The meeting brought together top local government managers from across the country to deliberate on key service delivery issues and operational challenges at the grassroots level.
In his opening remarks, the Permanent Secretary of the Ministry of Local Government, Mr. Ben Kumumanya, outlined critical priorities for the accounting officers. He emphasized the need to fast-track staff recruitment processes, combat corruption, and digitize local revenue systems.

“Prioritise the automation of local revenue management, road maintenance, and supervision of extension services,” Kumumanya said. “You must also fully utilize your deputies to ensure effective staff monitoring and enhance service delivery across lower local governments.”
The officials were also urged to strengthen oversight mechanisms, reinforce professionalism, and implement government programs efficiently in line with national development goals.
The meeting forms part of ongoing efforts by the Ministry of Local Government and the Office of the Head of Public Service to boost performance and accountability within local government structures.
