The Ministry of Education and Sports has announced the official opening of the Higher Education Students’ Loan application process for the academic year 2025/2026, calling on eligible Ugandan students to submit their applications before the deadline of July 31, 2025.

According to a public advert issued by the ministry, the loans will support undergraduate diploma and degree programs at approved public and private institutions across the country. The application process is strictly online and accessible via the Ministry of Education and Sports website or through the HESFB system https://mis.hesfb.go.ug.
The loan scheme, administered by the Higher Education Students’ Financing Board (HESFB), is aimed at increasing equitable access to higher education, especially for financially disadvantaged students pursuing critical fields aligned with national development goals.

Approved Institutions
The list of participating institutions includes:
- 11 public universities, such as Makerere, Gulu, Kyambogo, and Busitema
- 16 private chartered universities, including Uganda Christian University, Ndejje, Kampala International University, and ISBAT
- Vocational and technical institutes like Uganda Petroleum Institute Kigumba, Bukalasa Agricultural College, Fisheries Training Institute, and more
- Medical and health institutions, including Mulago Paramedical School and Jinja Medical Laboratory Training School
Key Loan Coverage
The loan will cover tuition fees, functional fees, and for students with disabilities, assistive devices, and appliances. Students are required to pay a non-refundable loan processing fee of UGX 53,000, inclusive of bank charges.
Eligible Disciplines
The loans will support courses in 14 key academic disciplines, including:
- Agriculture & Conservation Sciences
- Engineering
- Computer Science & Information Technology
- Medical and Health Sciences
- Business & Management
- Tourism and Hospitality
- Education (Science and Technical)
- Animal Sciences
- Vocational Studies
Application Requirements
Applicants must upload:
- A copy of their admission letter
- National ID
- Birth certificate
- Recent passport photo
- Parents’ or guardians’ IDs
- Academic documents
- Proof of payment of the processing fee
- A sketch map of the applicant’s home
The Ministry has also emphasized that students must not be beneficiaries of any other government scholarship or funding and warned against fraudsters or the use of third-party agents in the application process.
