Frank Rusa Honoured by KCCA for Outstanding Interim Leadership

The Kampala Capital City Authority (KCCA) Council has awarded Frank Nyakana Rusa a prestigious Appreciation Award in recognition of his exemplary service as Acting Executive Director, applauding his professionalism, steady leadership, and impactful stewardship during a critical period for the city.

Rusa, who served in the interim role between September and December 2024, was formally honored by the Council during a special session this week. The award, bearing the inscription “We appreciate your noble service for the capital city (Kampala) as acting E.D.”, was presented in a rare show of cross-party unity, underscoring his respected position within the Authority.

His short yet impactful tenure followed the dismissal of former Executive Director Dorothy Kisaka and was marked by swift action on Kampala’s most pressing infrastructure issues. Chief among his achievements was the successful supervision of flood control works in the chronically affected Nakivubo area, a project that significantly mitigated flooding during the heavy March 2025 rains. His technocratic approach won him praise from both political and administrative stakeholders.

A widely circulated photo of Rusa receiving the award in his office—with both the national and KCCA flags behind him—captured the moment of quiet pride for a man who has been described by colleagues as “humble, efficient, and solution-oriented.”

The award also comes on the heels of a tense Council session held on April 3, during which Lord Mayor Erias Lukwago’s allegations against Rusa and businessman Dr. Hajji Hamis Kiggundu was unanimously dismissed. The Council deemed the accusations politically motivated and without merit. The courts had earlier dropped the case in January 2025, citing procedural flaws and lack of evidence.

As KCCA sets its sights on new public-private partnerships to tackle Kampala’s drainage woes, the council’s endorsement of Rusa’s leadership may signal a broader institutional shift toward pragmatic, development-oriented administration—free from the weight of political wrangles.
