Mr. Herbert Anderson Burora, former Deputy Resident City Commissioner (RCC) of Rubaga Division, has been remanded to Luzira Prison on charges of spreading malicious information. Burora appeared before Buganda Road Chief Magistrate Ronald Kayiizi, who read out two charges against him: hate speech and malicious information under the Computer Misuse Act. Burora pleaded not guilty to both charges.
The chief magistrate decided to remand Burora until July 9 to address the issue of the charge sheet’s legality before considering his bail application. This decision followed a request from Chief State Attorney Richard Birivubuka for more time to respond to submissions from Burora’s defense team, which argued that the charge sheet was defective.
Defense lawyer David Kamukama contended that the charge sheet did not provide specific details on how Burora allegedly demeaned the Speaker of Parliament, Rt. Hon. Anita Annet Among, nor did it present evidence of the alleged offense. “The particulars of the charge sheet must contain facts of the offenses to which the accused is charged,” Kamukama submitted. “It is our prayer that you find this charge sheet defective and set the accused person free from custody.”
The prosecution, led by Birivubuka, Joan Keko, and Ivan Kyazze, alleged that between March and June 2024, Burora used a computer handle “hander HB” to share information intended to ridicule, degrade, or demean the Speaker of Parliament, promoting hostility against her. The second count accuses Burora of sharing malicious information about the Speaker.
The court will revisit the matter on July 9 to resolve the charge sheet’s legality and proceed with the bail hearing.
