Former Lira District Councilor Anthony Ojuka has been arraigned before the Anti-Corruption Court in Kampala on charges of corruption and conspiracy to defraud, stemming from a land-related bribery scandal involving top district officials.

The prosecution, led by the State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), alleges that in 2023, Ojuka and others solicited a bribe of UGX 70 million from one Eryao Francis, a landowner in Lira District.
Ojuka, who previously served as the secretary of the Production and Natural Resources Committee in Lira, is accused alongside Paul Chankoma, the Chairperson of the Lira District Land Board, of demanding the bribe in exchange for protecting Eryao’s land title. The land in question is listed in the Freehold Register LIRI 181, Folio 3, Plot 31.

The accused reportedly told the complainant that his title had been fraudulently issued and was set for cancellation. They then offered to influence the decision of the land board to halt the cancellation process in return for payment.
According to court records, UGX 5 million of the solicited amount was paid to the accused as part of the arrangement.
Ojuka was remanded until May 27, 2025, as investigations continue.
The Anti-Corruption Unit reiterated its commitment to fighting graft, especially in land administration, which remains a high-risk sector for fraud and abuse of office in Uganda.
Further charges and arrests are expected as investigations expand.
