Twiine was last seen on Wednesday afternoon shortly after leaving the Uganda Police Force headquarters in Naguru, where he had reportedly gone for a scheduled meeting with the Inspector General of Police (IGP) at 7:00am. According to his family, his vehicle remains parked at the police headquarters, but there has been no clear explanation about his whereabouts since then.
The police officer had earlier travelled with a parliamentary committee to Mbarara on Monday. However, he cut short the trip after receiving a summons to meet with the IGP on Wednesday morning. He is believed to have returned to Kampala from Mbarara late Tuesday night in preparation for the meeting.
“His phone has been off since Wednesday afternoon, and we have not heard from him since he left the police headquarters,” a family member said.

Despite his high-profile status within the force, details surrounding Twiine’s disappearance remain scant, and police authorities have not issued an official statement regarding the matter.
The family is appealing to the police leadership and the general public for any information that may lead to locating him.
Twiine Charles served as the CID spokesperson before being redeployed to handle sensitive investigations under the Parliamentary Police directorate. His disappearance raises growing concern within security and political circles.
