He first entered the political arena in 1996, representing Katikamu South Constituency as a Member of Parliament. His early appointments included serving as the State Minister for the Luwero Triangle and later as State Minister for Foreign Affairs (International Cooperation) in 1998.
In 1999, Prof. Makubuya was appointed Minister of Education and Sports, a role in which he contributed significantly to the sector’s development.
