EC Releases Programme for Non-Unionised Workers’ Elections

The Electoral Commission (EC) has unveiled the schedule for elections of delegates representing non-unionised workers ahead of the 2025/2026 General Elections.

In a press statement issued on July 18, EC Chairperson Justice Simon Byabakama confirmed that the elections will be held in line with the electoral roadmap, starting at the sub-county level on August 5, 2025.

A non-unionised worker is defined as an individual providing services in exchange for remuneration, holding a valid employment ID, but not affiliated with any labour union.

According to the programme, the Minister responsible for Workers will convene non-unionised workers at sub-county, city division, and municipal division headquarters to nominate delegates. The EC will then organise the elections.

Key Dates:

  • August 5, 2025: Sub-county/Division Delegates’ Conferences will elect 10 delegates, at least three of whom must be women, to represent at the district level.
  • August 7, 2025: City/District Delegates’ Conferences will also elect 10 delegates for the regional level.
  • August 25, 2025: Regional Conferences in the four traditional regions – Northern, Eastern, Central, and Western – will elect 10 delegates per region to join unionised workers in forming the Electoral College for Workers’ MPs.

Voting will be by lining up behind the preferred candidate, beginning with women’s slots. Delegates elected will not hold specific offices but will serve as representatives for higher-level elections.

The EC reminded participants that to qualify, one must be a Ugandan citizen aged 18 or above, a registered voter, a worker with a valid employment ID, and not a member of any labour union.

Justice Byabakama urged eligible workers to turn up in large numbers, saying:
“This is an opportunity for all non-unionised workers to exercise their constitutional right and have representation in Parliament.”

The National Delegates’ Conference to elect Members of Parliament representing workers will take place between January 12 and February 9, 2026.
