The Electoral Commission (EC) has declared that the Alliance for National Transformation (ANT) presidential aspirant, Maj. Gen. (Rtd) Mugisha Muntu, has fallen short of the legal threshold required to secure nomination for the 2026 presidential elections.
In a letter dated 19th September 2025 and signed by EC chairperson Justice Simon Byabakama, the Commission confirmed that after verifying the lists of supporters submitted by Muntu’s team, only 48 districts met the mandatory minimum of 100 registered voters per district.

Out of the 98 districts submitted, the EC said 50 districts failed to meet the required number.
“In effect, you have not complied with the requirement under Section 10 (1) (b) and (3) of the Presidential Elections Act, Cap 177,” Justice Byabakama stated.
The law requires every presidential aspirant to present verified supporters from at least two-thirds of all districts, a threshold that Muntu has not yet met.
The Commission reminded all aspirants that the nomination of presidential candidates will close on September 24, 2025, giving Muntu just days to address the shortfall if he is to make it onto the ballot.
The development marks a major hurdle for ANT, one of the opposition parties seeking to challenge President Yoweri Museveni’s four-decade hold on power.
