EC Holds Regional Elections for Non-Unionised Workers Delegates

The Electoral Commission (EC) on Monday, September 1, convened regional conferences to elect representatives of non-unionised workers, marking another milestone in preparations for the 2026 general elections.

The conferences are being held in four regions across the country: Jinja Senior Secondary School (Eastern),Acacia Country Inn in Mbarara (Western), Kyambogo College School in Kampala (Central), and Pauline Hotel in Lira (Northern).

Explaining the exercise, EC spokesperson Julius Mucunguzi said non-unionised workers are those who are formally employed, hold valid employment identification, and are on the national voters’ register but do not belong to any labour union. “They are bona fide Ugandan voters who, though not unionised, must have a voice in the election of workers’ representatives,” he noted.

The elections began at the sub-county level, where 10 delegates — including at least three women — were chosen to advance to district level. From there, delegates convened at the regional centres to elect 10 representatives each, three of whom must be women. This means that by the end of Monday’s process, 40 delegates will have been elected from the four regions.

“These 40 delegates will ultimately join others nominated by labour unions to form the Electoral College that will elect Members of Parliament representing workers between January 12 and February 9, 2026,” Muchunguzi said.

The regional conferences, which run from morning until 4pm, include voter education, nominations, brief campaigns, and elections. The EC urged participants to maintain order, use respectful language, and adhere to all rules and guidelines.

“We ask all those who have convened across the country to conduct themselves peacefully so that this exercise is conducted in an atmosphere that gives pride to this electoral process,” Muchunguzi appealed.

The election of workers’ representatives is part of the wider roadmap leading to Uganda’s 2026 general elections.
