The Electoral Commission (EC) has dismissed a complaint filed by Peoples Front for Freedom candidate Ivan Bwowe, upholding the nomination of eight parliamentary aspirants for Nakawa Division West despite questions over the use of different constituency names during the nomination process.
In a decision dated November 21, 2025, and communicated to Bwowe this week, the EC ruled that all candidates though some initially wrote “Nakawa West” instead of the legally gazetted “Nakawa Division West” were properly nominated after signing a harmonised control form bearing the correct constituency name.

The Commission noted that by the time Bwowe lodged his complaint on November 6, 2025, the Returning Officer for Kampala had already corrected the inconsistencies and aligned the documents with the gazetted name.
The EC further observed that candidates themselves had used both names interchangeably on their posters and campaign materials, including Bwowe, but clarified that the official constituency remains Nakawa Division West.
“In view of the foregoing, the Commissio resolved that the complaint had no merit and the same stands dismissed,” reads the communication signed by EC Chairperson Justice Byabakama Mugenyi Simon.
Moments after receiving the ruling, Bwowe took to his X platform to express dissatisfaction, accusing the EC of relying on “non-legal considerations” to dismiss a matter he believes raises serious procedural and legal concerns.
“I am humbled that EC recognises the proper gazetted constituency as Nakawa Division West. However, the EC venturing into non-legal considerations as basis to dismiss a legal matter is ridiculous. I call it to higher standards,” Bwowe wrote.
He added that he would meet his legal team to determine the next course of action, saying several remedies remain open to challenge the decision.
“The struggle continues,” he concluded.
Bwowe had petitioned the EC under Article 61(1)(f) and Section 15 of the Electoral Commission Act, challenging the nomination of Nassasira Happy, Okuye Felix Ephraim, Okumu Vincent Norbert, Ssenyonyi Joel Besekezi, Kyambadde Wilberforce, Rwamiti Apuli, and Burora Herbert Anderson.
He argued that the Returning Officer erred by nominating candidates who had applied for Nakawa West instead of Nakawa Division West, a distinction he said created procedural irregularities.
With the EC now upholding the nominations, it remains to be seen whether the matter will proceed to court as Bwowe hints at mounting a fresh legal challenge ahead of the 2026 polls.
