PFF to Convene Over 1,500 Founders for Launch, Unveil Interim Leadership and Roadmap
The announcement was made on Tuesday during a national convention held at the party’s headquarters on Katonga Road in Kampala, where over 1,500 representatives of the more than 6,000 founding members gathered to witness the inauguration of the party’s interim leadership.
The Council of Eminent Persons will serve as a guiding organ within the PFF, offering strategic oversight and moral authority. Dr. Besigye, who has led multiple challenges to President Yoweri Museveni’s government over the past two decades, will chair the council, joined by other veteran opposition leaders including Ambassador Wasswa Birigwa, Hon. Wafula Oguttu, and constitutional lawyer Hon. Ladislaus Rwakafuzi.
Speaking during the convention, Kampala Lord Mayor Erias Lukwago, who was announced as the party’s Interim President and Chairperson, described the council as a “reservoir of wisdom” whose role is to safeguard the vision of democratic transition that the PFF stands for.
“This is a liberation struggle, not a game of musical chairs,” Lukwago said. “Dr. Besigye and the other elders in the Council of Eminent Persons will continue to guide us as we build a party that puts Ugandans first.”
Lukwago also emphasized that the PFF will uphold Besigye’s legacy of principled defiance and peaceful resistance, with the party vowing to push back against what it called “a militarized dictatorship.”
Alongside the Council of Eminent Persons, the PFF revealed its full interim leadership, which includes Hon. Ibrahim Ssemujju Nganda as Secretary General and Spokesperson, Hon. Proscovia Salam Musumba as Chairperson of the National Convention, and former DP stalwart Dr. Lulume Bayiga as Deputy Secretary for Health.
The party also named 18 regional governors to coordinate grassroots mobilization, and several national commissioners for portfolios including political affairs, legal and human rights, youth, women, environment, education, and diaspora engagement.
The PFF leadership pledged to prepare a nationwide campaign ahead of the 2026 general elections, even as it warned of anticipated electoral malpractices by the ruling regime.
Though not assuming a direct executive role, Dr. Besigye’s appointment underscores his continued influence over Uganda’s pro-democracy movement. As head of the Council of Eminent Persons, he is expected to offer political direction and moral leadership to the new generation of opposition leaders rallying under the PFF.
His presence at the helm of the council sends a clear message that the struggle for democratic transition remains active and far from over.
